That the purpose of the corporation shall be to promote, through organization and cooperation with other agencies, the ability of boys to do things for themselves and others, to train them in scoutcraft, and to teach them patriotism, courage, self-reliance, and kinder virtues, using the methods which are now in common use by Boy Scouts.

Their are two kinds of charters issued by the Boy Scouts. One for community organizations and thither to local BSA Councils. The community charter enables community groups to us the Scouting program under their own leadership to serve the youth of that community. The other enables local councils to start up and help the community provide the best program to the boys.
